I am elated with Governor Deukmejian's proposal to phase out and eliminated the state's collective bargaining law (S.B. 160) for public schools.... [The proposal failed.]
    Firstly, industrial type unionism was never intended for public employees, least of all teachers. For over a hundred years NEA and CTA had fought the inroads of unionism in public education, and then they changed to become a union.
 
Secondly, why should the taxpayers money be used to legalize and continue the ten year unionization process of the professional school teacher. The present law discriminates against the freedom and independence of the professional school teachers.
    There are many teachers who don't believe in the principle of adversary relationship, strikes, or coercion that forces another teacher to join a union that he doesn't believe in. Besides the principle of adversarial relationship is divisive and destructive to the profession and the public school system.
 
    Let us legalize the principle of cooperation and freedom for teachers to choose the organization of their choice with payroll deductions of dues & proportional representation on the negotiating council.
The Meet and Confer Process can be made to work effectively, and fairly. I believe this in the best interests of all the participants who work and pay for the public education of school children.

 P.S.  What has occurred to California's educational system since 1987? The ratio of liberals to conservatives is 151 to 17 at Stanford and 141 to 9 at UCLA. 92.67% of all UCLA law employees' political contribution went to Democratic and affiliated groups. The Rodda Act of 1975 signed by the notorious CINOP Governor Jerry Brown made this possible. Unionism changed  educators in our Universities to become political hacks, and our children suffer for it.

1. The "Agency Shop"
    Should public employees be required to pay dues or "service fees" to one particular labor union in order to hold a civil service job? Sixty-two years ago, Governor Hiram John delivered 5,000 state employees in California from the political bondage of the barons of big business into a stable and progressive civil service. Are we now to deliver 1.2 million California public employees back into the political bondage of the barons of big labor?...
 
2. "Exclusivity" of Bargaining Agent
    ... Such "exclusivity" provisions subvert the rights of the individual employee associations, and expose the public agency to the coercive influence of the dominant employee unions and organizers. Exclusivity provisions are incompatible with the principles of self-government by representative democracy and un-compromised public servant.
 
3. "Bargaining" by Political Contribution
    ...To the issue of public employee political activity which may be in gross conflict with the public interest during the collective bargaining process. The potentials for abuse are obvious. With exclusive representation and agency shop, an employee organization can greatly increase its political action funds and influence, ultimately to the point of controlling "both side of the table during negotiation ...
