Prologue: President Ronald Reagan to J.A. Parker, “You and I have worked together on behalf of conservative ideals for many years now, and I have always been impressed by our energy and dedication.”
Supreme Court Justice Clarence Thomas, “Jay is the most principled person I have met in Washington. Jay has always been there for advice, encouragement and direction. This is the man I call for advice … I know I wouldn’t be on the court if I had met Jay Parker.”
He (Jay) worked with the United States Information Agency (USIA) to help the Reagan Administration project a more accurate view of America to the rest of the world. After Jimmy Carter had single-handedly degraded America’s image in the world by claiming that America had suffered from a “malaise” and allowing American citizens to be held hostage for 444 days by a third-world regime, there was a lot of work to do to rebuild America’s image in the world.
The Reagan Administration was well aware of the fact that Jay had been a staunch “tough-on-crime: advocate for many years. So the Reagan team utilized Jay’s experience and expertise on the criminal justice system on a couple of different locations. During the campaign, Parker served on Reagan’s Victims of Crime Advisory Committee.
In 1987, the Reagan Administration once again tapped Parker to help on a criminal justice matter. Jay was asked to serve with Attorney General Edwin Meese III on special committee to work on the problem of missing and exploited children.
From July 1984 to July 1986, Jay Parker worked with the Defense Department as a member of the Army Science Board “to provide counsel to the Secretary of the Army in the field of Science and related matter”.
After a decade of helping to spearhead the Reagan Revolution, Jay said later that it was all worthwhile. “Ronald Reagan was one of America’s greatest presidents. He restored this country’s honor and prestige in the world. He brought down the ‘Evil Empire’ of the Soviet Union.”
“President Reagan rebuilt our economy here at home because he re-established Americans’ faith in our free enterprise system. Many younger people don’t realize that unemployment was over 10% in the Jimmy Carter era. Interest rates were around 20%, Inflation had hit double digits. Gas lines were common because America was perceived as weak and we were literally held over the barrel by OPEC.”
“Ronald Reagan reversed that by reducing taxes and unleashing the free enterprise system to once again produce wealth in America…. He reestablished belief in core American values like patriotism and faith in God. And he did it all with a stunning degree of grace.”
