Prefect of the Supreme Tribunal of the Apostolic Signature who addressed The
National Catholic Breakfast in Washington with these words:

“Our uncompromising commitment to protect the inviolable dignity of innocent human life and to safeguard the integrity of marriage and the family are not based on peculiar confessional beliefs or practices but on the natural moral law, written on every heart and, therefore, a fundamental part of the Church’s moral teaching. At the same time, what is always and everywhere evil cannot be called good for the sake of accomplishing some other good end. All of us must be concerned about a wide range of goods which are important to the life of our nation, but the concern for those goods can never justify the betrayal of the fundamental goods of life itself and the family. We must take care to uproot from our moral thinking any form of relativism, consequentialness and proportionalism, which would lead us not error of thinking that it is sometimes right to do what is always and everywhere evil.”

It was expected that this Task Force would come up with some kind of a uniform policy which the Catholic bishops could endorse and follow in dealing with the self-identified Catholic politicians and other public figures in their dioceses taking open and even defiant stands in favor of such things as abortions, embryonic stem-cell research, for so-called “same-sex marriage, despite the clear moral condemnation of these things by the Magisterium of the Church. … the “pro-choice” line, have quite literally continued to consider themselves Catholic in perfectly good standing in the Church – when, for example, presenting themselves to receive Holy Communion at Mass. …

Encouraged by the issuance in November, 2002, by the then Cardinal Joseph Ratzinger’s Congregation for the Doctrine of Faith in Rome of a “Doctrinal of the Faith in Rome of a “Doctrinal Note on Some Questions regarding the Participation of Catholics in Political Life,” in which greater attention to Catholic moral teaching was urged on Catholics involved in politics, a number of bishops in America began taking the public position that Catholic politicians with pro-abortion voting records should no longer be eligible to receive Holy Communion. … to be continued.
